GIFT city & IFSC

GIFT City (Gujarat International Finance Tec-City) is India’s purpose-built international financial centre, located in Gandhinagar, Gujarat. Its International Financial Services Centre (GIFT IFSC) is designed to provide a globally oriented financial-services ecosystem from within India, bringing together fund management, banking, capital markets, insurance, fintech and related financial services under a dedicated regulatory framework. The International Financial Services Centres Authority (IFSCA), established under the Government of India’s IFSCA Act, 2019, is the unified regulator responsible for regulating and developing financial services conducted in the IFSC.

The IFSC framework
GIFT IFSC provides an India-based platform through which investment managers and financial institutions can undertake internationally oriented activities within a regulated framework. The ecosystem is structured to facilitate the movement and management of global capital, including investments into Indian and international opportunities, while enabling fund managers to operate in a globally familiar financial environment. For alternative investment and venture capital managers, the IFSC framework provides a dedicated regulatory architecture for establishing and managing funds, with IFSCA overseeing fund management activities.

Fund Management Entity (FME)

Under the IFSCA (Fund Management) Regulations, 2025, an entity undertaking fund management activities in an IFSC is required to be registered with IFSCA as a Fund Management Entity (FME). The FME is the regulated fund-management platform through which investment schemes and funds can be established and managed within GIFT IFSC. The regulations provide different categories of FMEs and define the activities, eligibility requirements, governance standards and responsibilities applicable to each category. This framework enables professional investment managers to establish a regulated presence in GIFT IFSC and manage vehicles designed for sophisticated, institutional and global investors.
